Moldova: New law on transparency in decision-making process



 

On 13 November 2008 the Parliament of the Republic of Moldova has passed the Law on transparency in decision-making process, according to the Access Info Center, a pro-transparency NGO, in Moldova

The Law establishes the principles and modalities of ensuring of transparency in decision-making process, in the frame of public institutions, including the Parliament and Presidency.

The draft law was elaborated by  Acces-info Center, with participation of experts from several other NGOs from Moldova and also Romania, Bulgaria, Estonia, Lithuania and with support of Council of Europe and U.S.A. Embassy in Moldova.” – according to Access-Info Center in Moldova. 

 

In his recent overview of the FOIA countries  Roger Vleugels claims that Republic of Moldova (a country with ~ 4,1 million inhabitants) side by side with the other Eastern-European country Bulgaria, formally adopted the FOIA in 2000. The law came in power in the same year in both countries, and now the Parliament of the Republic of Moldova took a further step to greater openness in acces to documents by passing the Law on transparency in decision-making process. Because of lack of reliable registration it is not clear how many FOIA requests are made per year, and it is the same with the success of these requests, there are no trustable data available – according to Roger Vleugels’s overview.
